Grrreeaat!

So measured all the resistors and the 470Ω were all correct and the 470kΩ all measured lower. Between 220k-355kΩ . Now I did some reading about testing resistors and it made things clear as mud. I came to the conclusion that you cant really measure some resistors with a single, standard MM. I tried using even my nice Fluke and same results. Rock, I noticed you mentioned a range resistor somewhere. Is that possible. These look just like a regular resistor. The color code is for 470kΩ. I think I just do not have the correct tools to accurately test the resistor but would like to verify.

The range resistor comment was in a post about setting a fixed voltage range on an OK-R switching regulator. Are you holding the resistor when you measure it? or using alligator clips?
I would expect 470Kohms to be within 10% (5% for the resistor tolerance and up to 5% for the meter) on the 2000 Kohm range.

I'd worry more about having one of these more than I would about the caps.

You could put the reg on it or in it. A dab of heat sink grease also helps.

I had many issues with DOA cartos. I should have called but just started ordering those elsewhere. Did teach me to start checking cartos before filling though.

Clips.. maybe should ohm them That was the setting for the 470k btw.. Maybe dying mm battery? Gonna check them with another meter.
