This has to be the most strained metaphor I've ever read. Smokers are comparable to serial killers??? And in response to her hypothetical, YES, I would have no problem giving a rubber knife to a serial killer. . . because then he couldn't kill anyone! Is she arguing that rubber knives are a 'gateway weapon' to a real knife?

Absolutely, that's going on right now in the US. So far it seems to be due to labeling/marketing. Possibly also some due to nicotine presence but that's unclear.
